DESCRIPTION OF THE IMPLEMENTATION PROGRAMMES The implementation of the strategic plan through specific programme areas allows for enhanced coordination as well as correct skill utilization. For the 2007 – 2011 Strategic Plan, three new programmes have been developed and these include; Management and Institutional Development (MID), Good Governance Programme (GGP), Corruption Awareness and Prevention Programme (CAPP), while the fourth programme was maintained from the current strategic plan, and this is the Communication and Coalition Building programme (CCBP). The programmes are described below:
Management and Institutional Development (MID) Programme It is common to all those who participated in the design and formulation of the strategic plan that TI-Z still has a number of challenges in terms of institutional capacity. The SWOT Analysis and the Mid Term evaluation both identified some of the weaknesses in management and institutional capacity of the organisation.
The Management and Institutional Development Programme is meant to allow for continued organizational development which will include the strengthening of the corporate governance as well as management structures. Human resources and financial management, as well as statutory reporting, will form part of the MID programme. Additionally, it is through this programme that TI-Z will focus on improving the staff skills, stakeholder relations as well as the management systems and procedures. Further, the MID programme will improve programme design and management as well as monitoring and evaluation. Resource mobilization will be yet another component of this programme. Different ways of resource mobilization and sustainability will be explored. The programme will be managed by the Executive Director with the support of the Programmes Manager. Further, effective resource mobilization should be complimented by adequate financial and human resources development, which would in turn result in effective and efficient programme implementation. The strategic objective and operational objectives for this programme are highlighted below. Good Governance Programme Lack of good governance and integrity in both the public and private sectors is one of the contributing factors to the high prevalence of corruption as well as lack of transparency and accountability. This has had a serious effect on the welfare of the Zambian people, the majority of whom are poor, as the social service delivery system has continued to deteriorate. The prevailing poor governance in the country has largely been attributed to legal and institutional impediments as well as lack of professional ethics. In particular, the local government, the judiciary and other state agents have not been effective and efficient due to progressive deprivation of operational resources. It has also been contended that another major factor currently undermining the efficient and effective delivery of public services and development in Sub-Saharan Africa is poor public service ethics. All these factors offer a challenge for TI-Z to work tirelessly and bring about good governance through sustained advocacy for legal and institutional reforms that would improve social service delivery. In addition, having recognized the strong partnership that exist between the public and private sectors, efforts to promote adherence to ethical standards should be targeted at both these sectors, while also encouraging ethics in the civil society as the watch dog of the nation.
Through the Good Governance Programme, TI-Z will aim to influence Government’s position on the domestication of international conventions as well as the pace of implementation of the National Decentralisation Policy in order to ensure that service delivery is taken to the grassroots who should equally play a role in monitoring the implementation of various local development projects. TI-Z will also seek, through this programme to contribute to the review of the Republican constitution as well as participate in the process of preparing the African Peer Review Mechanism report for Zambia. A full time Programme Officer will be assigned this task and s/he will be assisted by the Programme Assistant. The strategic objective and operational objectives are as follows:

- To advocate for sustained transparent and accountable public and social service delivery by end of 2011,
- To contribute to the strengthening of the legal, institutional and constitutional framework for fighting corruption in Zambia
- To strengthen the involvement of TI-Z in regional and international initiatives aimed at combating corruption and good governance
Community Awareness and Corruption Prevention (CACP) Programme The evaluation report and stakeholder analysis both concur that TI-Z has done so well in terms of awareness creation on the prevalence and effects of corruption in the urban areas of Zambia and in some rural districts. However, the high incidences of the scourge is yet another indication that more needs to be done in the area of awareness raising. This activity is meant to bring about corruption prevention at all levels. One weakness that TI-Z has noted is that most of its anticorruption messages have mainly been targeting English speaking urban populace. There is need to spread this message right throughout the country. Additionally, the programme will aim to consolidate the information which has already reached different communities and ensure that this is alive and been applied progressively in preventing corruption.
The TI-Z programme will by and large involve community mobilization and hence develop a critical mass of anti-corruption activists throughout the country. This will definitely contribute to the checks and balances in terms of governance of this country. Awareness has not been so widespread to reach out to a large segment of the Zambian population. A Programme Officer will be employed to organize and run this programme. As the case is with other programmes, the Programme Officer will be assisted by a full time Programme Assistant. The programme objectives are presented as follows:
Strategic objective By the end 2011, TI-Z will have contributed to increase in the number of stakeholders who are fully aware of issues of corruption and are capable of taking necessary preventive action.
Operational objectives
- To establish a responsive and effective system for the provision of legal advice and assistance on corruption-related cases by the end of 2007;
- To enhance the knowledge and skills of all stakeholders on corruption and corruption prevention at all levels.
Communication and Coalition Building Communication and coalition building plays an important role in advocacy. Specifically, engagement in anti-corruption work requires effective communication, if at all the organization is to communicate its vision and stance on issues of corruption, and also reach out to a wider populace. However, effective communication is facilitated by good knowledge management which contributes to the way the organization packages and effectively disseminates information to a variety of audiences. Part of the success of TI-Z can be attributed to the information sharing and dissemination that it has been involved in.
Through this programme, TI-Z will continue to host a website, print the newsletter and journal as well as facilitate the packaging and simplifying of various research studies so that these have a wider appeal country-wide. Communication and Coalition building can help improve and build the image of TI-Z. Besides this, the organisation should seek to enhance the use of different media for purposes of information sharing and this will be in addition to expanding and strengthening the operations of the information centre. In terms of coalition building, it is indisputable that TI-Z has established strong linkages with other stakeholders involved in anticorruption work locally and internationally, although these are few. This type of support has proved catalytic in the expansion of TI-Z activities. The programme will be coordinated by a new Programme Officer who will also be assisted by an Information Assistant whose full time responsibility will include managing the Information Centre.
